The draft rules provide for minimum 70% production on an average over a three-year period, while yearly minimum production has to be 50%. Potential miners want this changed to 60% average production in a five-year period and no yearly production stipulations.
CIL is offering fuel to plants without power purchase agreements (PPA) or coal supply pacts. Ten plants with a total capacity of 8 GW requiring 36-40 million tonnes are eligible. Power producers say the meagre supply will raise prices and help Coal India get a premium of Rs 500 crore but the supplier says it is making the best possible offer for the scarce resource.
Around 60% of outlay to come from NTPC, Power Grid, and Coal India.
“In an effort to offer fully explored blocks on auctions to commercial miners, the centre has decided to nearly treble monetary allocation to the Coal India arm, Central Mine Planning & Design Institute Ltd (CMPDIL), so that it can increase its exploration acreages multiples times,” a senior Coal India executive said.
The order involves setting up a coal, limestone and gypsum handling plant at Nalgonda district in the state of Telangana for TSGENCO’s (Telangana State Power Generation Corporation Ltd) proposed 5X800 MW Yadradri Thermal Power Station Thermal Power Station.

A panel to assess progress of coal blocks can waive penalties on a case-to-case basis. The government also plans to set up a project management unit to help miners get numerous clearances across states.
