DoT to implement mandatory gear testing from Oct 1

The Department of Telecommunications (DoT) is finally implementing the mandatory testing and certification of telecommunications equipment (MTCTE) from October 1, 2019, for products such as wired telecom equipment, cordless phones, fax machines, PABX and modems.

In a notification dated July 4, the Telecommunication Engineering Centre (TEC), a nodal agency of DoT, however, kept out mobile device makers as well as telecom equipment vendors from the list of equipment which need to be locally tested, offering them some respite, albeit for now. The Indian Telegraph (Amendment) Rules 2017 mandate testing of devices and equipment in order to ensure public safety.

“The schedule for mandatory testing and certification of the remaining equipment shall be notified subsequently,” the TEC notification added.

For now, device makers such as Apple, Samsung, Xiaomi, Oppo, One-Plus, Vivo, Micromax, Lava and Karbonn and gear firms such as Nokia, Ericsson and Huawei do not need to submit their devices and equipment to government-accredited test labs any time this year.

But the two industries expect testing of their products to start shortly as well. “The notice indicates that testing of other network equipment will be notified shortly. We fully expect government to issue appropriate guidelines for testing of other network equipment over a period of time that does not disrupt the implementation of critical network infrastructure,” Rajan S Mathews, director general of Cellular Operators Association of India, told ET.
