NEW DELHI: A day after the Jharkhand Mukti Morcha (JMM) announced its promise to give Rs 2,000 for poor woman as Chulha karcha (kitchen expense) and also provide free education for women of the State from primary to PhD level, a think tank, Public Policy Research Centre, led by its vice president and Rajya Sabha member Vinay Sahasrabuddhe released a performance report on Jharkhand government, saying the party fulfilled 92 per cent of its promises made in 2014 manifesto.

The think tank flagged schemes, largely related to women, such as Bank sakhi, Pashu sakhi, ujjwala didi, and said they have been exemplary in their impact.

The Assembly elections in Jharkhand are to be held between November 30 and December 20

Sahasrabuddhe said "it was the stability of the Raghubar Das government that was most important, apart from the integrity in its implementation of schemes."

"As per our findings, the BJP government in Jharkhand has fulfilled over 92% of the promises made in the manifesto, setting new standards of accountability and democratic integrity in the State."

He specifically extolled women-related initiatives in the State, such as the Bank Sakhi model where women are trained to help SHGs in bank related work, while Pashu Sakhis are identified at the village level to provide services like shelter management, vaccination, insurance of livestock. "These schemes have made an impact, particularly something like Ujjwala didi which is institutionalising the subsidy on gas cylinder and also training women to train others in the use of gas cylinders," Sahasrabuddhe said.

He added that in Jharkhand, women are given special assistance in stamp duty in the registry of land and can purchase land worth up to Rs 50 lakh with just Re 1 as registration fee. "This has led to 55,000 women becoming home owners. The opposition on the other hand has only empty promises to make."

Jharkhand falls in the list of worst performing States according to the Health ministry's nutrition survey results. The State has also seen 22 starvation deaths in the past five years, which according to activists has been because of breakdown of schemes such as PDS and DBT.

Sumeet Bhasin, director of PPR however said Niti Aayog's recent rankings have shown in the improvement of the State's neo natal indicators. "The government is also working on the aspirational districts, so the results will be encouraging in a few years."

In 2014, the BJP had promised a number of things. Apart from a holistic policy of "Make in Jharkhand" to promise all round industrial development of the State, the party had also promised self-attestation of documents, e-governance, formation of Tarun Dals for youth and houses for all by 2022.
