To be chaired by DPIIT secretary, the 23-member council will have nine ex-officio members from DPIIT and commerce department, and other ministries including those of Housing and Urban Affairs, Environment, Forest and Climate Change, Health and Family Welfare, Road Transport and Highways, Skill Development and Entrepreneurship, Micro, Small and Medium Enterprises and Bureau of Indian Standards. The council will also have 7 expert domain members and 4 nominated.
The council has been setup for “vision planning in design, engineering and manufacturing of lighter, smarter, value added, safe and faster premium bicycles which are comparable with global standards for exports and domestic market”, according to the commerce and industry ministry.
“The council will stimulate value chain and fuel accelerated demand growth of Make-in-India,” the ministry said in a statement on Friday.
Besides suggesting ways to improve competitiveness and level of services, the council will undertake measures to leverage bicycle demand by ensuring enabling safe and segregated cycling infrastructure and operations, and transform Indian bicycle technology and its value chain.
It will also undertake continuous stakeholder persuasion and enhance export competitiveness of bicycle through support of schemes and favourable trade policies to popularize the benefits of cycling through the campaigns piloted by the ministries concerned.
Development of medium and small industries along with growth of skilled human resources for bicycle manufacturing and repair shops are also on the council’s agenda. It will also identify and study best international practices to adopt for bicycle manufacturing, recycling and infrastructure development in India.
