Not all who came back to India were screened. Initially, only a select few countries like Italy, Iran, China, South Korea, Spain and Germany were on the list and passengers from these countries were screened at the airports. Dubai, which is a major transit point, was left out of the screening list until the second week of March.

Countries like South Korea were able to contain the virus because of their aggressive testing. One of the reasons that India lagged behind was because ICMR approved only testing kits that were certified by the US FDA and European CE. Later, the ICMR allowed testing kits that have been certified by the National Institute of Virology (NIV) in Pune. Also, the scope of testing was also widened.

Migrant exodus

Hordes of migrants were seen recently rushing back to their native villages on foot even after the lockdown restrictions were enforced and everyone was asked to stay where they are. Still, migrant workers came out and started walking back to their hometowns on foot fearing starvation. The Central government issued stern orders under the Disaster Management Act and asked the states to completely seal the borders and provide shelter and food to the migrant workers.
