    Hectic deliberations about the possibility of the Congress participating in government formation in Maharashtra started on Sunday after its long-time political adversary Shiv Sena was invited to form the government by Governor Bhagat Singh Koshyari. He did so after the BJP announced it would not form government in the state.

    Art 356, under which Prez's rule is imposed in state, deals with failure of constitutional machinery in state.

    The Shiv Sena is the second-largest party in the 288-member House with only 56 MLAs after the BJP (105). Given the stalemate between the two alliance partners, the Congress, which stood at the fourth position by winning 44 seats in the recent Maharashtra Assembly elections, now holds the key to formation of a 'non- BJP' government in the state.

    Panchkula MLA Gian Chand Gupta's name was proposed by Chief Minister Manohar Lal Khattar and seconded by Deputy Chief Minister Dushyant Chautala. In the Assembly election, Gupta defeated Congress's Chander Mohan Bishnoi, the son of former chief minister Bhajan Lal. In the 90-member Assembly, the strength of BJP is 40.

    The Rajya Sabha MP from Gujarat met Gadkari at his office and raised the requirement of road and infrastructure in his state, they said. While he pointed out certain delays in infrastructure projects, he also took up the demands of improving road projects in Gujarat, according to the sources.

    Governor Bhagat Singh Koshyari asked the BJP, the single largest party in the new Assembly, to "indicate the willingness and ability" to form government. BJP won 105 seats in the October 21 polls, while the majority mark in the 288-member Assembly is 145. Its ally Shiv Sena won 56 seats, but the two parties are bickering over the CM's post.

    The Jharkhand Mukti Morcha had taken similar decisions in previous elections with the amount ranging from Rs 5,000 to Rs 21,000, JMMs general secretary-cum-spokesman Vinod Kumar Pandey said. Asked when the first list of candidates would be announced by the JMM, Pandey said, the party would inform in due course.
