A Supreme Court panel declared a public health emergency in the Delhi-NCR and banned construction activity till November 5. The panel also asked schools to curtail all outdoor activities and sports to minimise exposure of children to pollution. A Pollution Control Board official said the AQI entered the "severe plus" or "emergency" category.
