Food processing ministry to push investment in J&K and Ladakh

  • The Centre has decided to lower the quota from existing 50 per cent to 33 per cent for local officers from state services to IAS, IPS and IFoS in the union territories of Jammu and Kashmir, and Ladakh, officials said on Tuesday.

    Sustained efforts are being made by terrorists to infiltrate from across the border, reactivate their cadre and scale up anti-national activities not only in the Kashmir division but also in some areas of the Jammu division through mediums," a government spokesperson said.

    The services, would, however, be restored partially. The sources said that the formal announcement in this regard is likely to be made by by government spokesman Rohit Kansal. "There is every likelihood that authorities may announce restoration of 2G internet services in Jammu region and partial restoration of broadband in Kashmir region," a source said.

    The SMS services will resume 150 days after government snapped all communication networks on August 5, when J&K's special status was abrogated and the state split into two Union Territories.

    It is learnt that the Internal Security-II (IS-II) division is merged with Internal Security-I (IS-I) and its nomenclature will now be Internal Security (IS) division. Joint Secretary, Woman Safety, Punya Salila Srivastava will look after the work of Internal Security Division in addition to her own charge. She, however, will be designated as JS, WS.

    While there is no review of scrapping of “special status” for J&K, sources indicated that domicile policy for the two Union territories will be notified soon. The policy will specify a domicile cut-off period for residents. A proposal on the table is to make 15 years of residency in the Union Territory a mandatory requirement for domicile status.

    Following nullification of the Article 370 on August 5, there had been demands from various quarters, especially in the Jammu region and Union Territory of Ladakh, for a domicile certificate or some legal restrictions on the purchase of land by outsiders as well as their appointments in government jobs.

    This is the first major operation of the agency after the reorganisation of Jammu and Kashmir as an Union Territory. It has given the Central Bureau of Investigation (CBI) the jurisdiction to operate there under the Delhi Special Police Establishment Act that governs it, officials said. The state of JK was bifurcated into union territories of J&K and Ladakh on August 5 by the govt.

    On a question on the proposed delimitation in the UT, he said it would be taken up soon after the formation of a committee for the purpose by the ministry of home affairs early next year.
