Department of Industrial Policy and Promotion under Ministry of Commerce and Industry had issued clarifications in December last year pertaining to FDI rules in the e-commerce sector. Now that the govt is tightening the rules for foreign direct investment in e-commerce sector, Retailers Association of India is "cautiously optimistic" on its effective implementation.

Flipkart and Amazon have communicated to Department for Promotion of Industry and Internal Trade (DPIIT) that they are investing big on creating warehouses and logistics network, technology and other such areas, while reiterating they are fully compliant with all laws and FDI norms for online marketplaces.

CCI chairman Ashok Kumar Gupta said discounting, including selling below cost, is used by businesses to create a market. “Below cost doesn’t necessarily mean predatory pricing. However, we then have to ascertain whether they have become large enough and should they continue with deep discounting?” he said.
